You can’t build bunkers until turn 3. After turn 3 it adds bunkers and extra hnits like B-29s and heavy tanks

It’s turn 4 when you have access to the bunkers and red dot units. You can build one bunker per territory.

One bunker per territory every turn and there’s no limit on how many you can have in a territory.

Beginning of your Round 4 unlocks the extra units for purchasing. Each power has a different/unique set of units.
As Russia, you’ll be able to buy super tanks 4/4/2 for 7 ICs, mech rocket inf, 3 (+gives support)/1/3 for 6 ICs, and I guess Super subs? Never seen that as Russia.
