    It’s generally a good idea to give your opponent a chance to respond before starting a battle.

    The US infantry and Art attacking Wake Is. were hidden, and–unlike Marshall Islands, there was no question about a CV scramble to defend Wake. So, no scramble from Wake.

    According to the Notes: A carrier may scramble one plane to battles in adjacent sea zones/territories where there are defending surface warships or land units.
