• Okay, I know this is far-fetched, but what if Japan has a unit in a German/Italian controlled territory. UK/ANZAC has not declared war on Japan, nor do they want to. UK/ANZAC would not be allowed to attack the aforementioned territory, even if they solely want to attack the Germans/Italians? Is this in the rulebook somewhere, or just assumed?

    All units defend together. To a attack a territory, the attacker must be at war. I once read on the internet its in a rule book or something…must be true.

  • So if somehow you could transport a bunch of Japanese infantry to German and Italian territories and UK doesn’t want to declare war, UK can’t take them over. This strategy seems flawless to me.

  • @TheRedBaron:

    …Is this in the rulebook somewhere, or just assumed?

    It’s in the rulebook:

    @Rulebook:

    Combat: A power can’t attack a territory
    controlled by or containing units
    belonging to a power with which it is
    not at war.
    If a power at war attacks a
    sea zone containing units belonging to
    both a power with which it’s already at
    war and a power with which it’s not at
    war, the latter power’s units are ignored.
    Those units won’t participate in the
    battle in any way, and a state of war with
    that power will not result.

    uk and anzac get 15 free bucks in this scenario, so they usually do want to declare war
