Global 1940 Play Testing Capital Defense

    This rule is part of the Axis & Allies Global 1940 House Rules Expansion.

    This rule concerns the defense of 3 Major Capitals: Berlin, Moscow and Washington.

    More detailed information will follow.

    I’m curious on this outcome. Seeing maybe a boost in a piece defense or the city is its own territory now but then that would be the same for all capitals to be fair.

    Hi General,

    Our initial Play Testing will concern the use of multiple Armies in the defense of a Capital.

    As the rules concerning Armies are by now, only 1 Army in each territory can obtian its fighting capacity as an Army.

    Other Armies in that territory must fight at their individual unit strength.

    We will play test multiple options - one of them is that a maximum of 2 Armies can defend in a Capital - no matter if they are part of an Army Group or not.

    United Kingdom can only create 1 Army (Tank Army) - but UK has a Home Defense rule. So, that still leaves a possibility for Germany to invade (even though it is most unlikely).

    Japan cannot create Armies at all - but has a Home Defense rule as well.

    United States can create 2 Tank Armies. It is most unlikely, that Washington (Eastern United States) needs protection from those 2 Tank Armies.
    Anyway, the rule will also include the defense of Washington.

    On Monday 3rd January 2022 we’ll start play testing the Capital Defense rule.

    The play testing will initially concern all types of Armies.

    This means that Berlin, Moscow and Washington can be defended by multiple Armies - and that up to 2 of these Armies can be active and fight at their Army Combat Strength - no matter if these Armies are part of an Army Group or not.

    We’ll keep you posted with play test results as we go.

    2 panzer armies in an army group filled with Volksturm, with this new rule, and with the maximum amount of Volksturm produced, will create Festung Berlin, a massive killing zone.

    Play Testing has now ended and the Play Test Results have shown the following:

    1. The Battle of Moscow mostly included a Soviet Army Group consisting of 1 Soviet Tank Army and 1 Soviet Army Corps defending against massive German forces.

    Multiple Play Test games were completed - and it seems that the final German assaults on Moscow were not delayed in time, even with the increased defense capacity of a Soviet Army Group.

    For the most part, the German Luftwaffe was allocated to The Eastern Front with 100 % of it’s strength available for the final attack on Moscow - mostly as a consequence of the increased defense capacity of the Soviet Army Group in Moscow.

    1. The Battle of Berlin was completed only during two games. During both games the
      Reichshauptstadt Berlin Defense Area was defended by a German Army Group consisting of
      two German Panzer Armies.

    Other defending units in Berlin (Germany) were German Volkssturm, Heavy Waffen-SS Panzer units and multiple other Specialized Combat Units such as Combat Engineer units, Paratrooper units, Me 262 units, Elite Infantry etc.

    The results were devastating for the Soviet, US and UK units that attacked Berlin.

    One game ended with the Fall of Berlin - the other game ended with an Allied Economic Victory - with Berlin still on German hands.

    The Capital Defense rule will be part of the updated Axis & Allies Global 1940 House Rules Expansion rulebook.

    So is the now new Russian partisan updated rule the counter for to weak of a Moscow fall ? I’m sure you looked at Germany and the D day landings where maybe Germany is to strong. Just saying the key balance is when Germany sends 95% of there planes to Moscow then there should be way weaker Germany on Europe front
    defending that turn.
    But of course your games don’t really go much further once Moscow falls to the point of Germany must almost split the air to defend Moscow and get rest back to defend berlin. Just discussion here.

    True - if Moscow is captured by Axis forces - and The Allies fail to recapture Moscow in the same round - the War is over and The Axis win.

    There are 3 different Winning Conditions in the Axis & Allies Global 1940 House Rules Expansion.

    1. Military Victory: Capture an enemy Major Capital and hold it for 1 complete round of play.
    2. Economic Victory: The Axis must have a combined IPC level at 148 IPC - and The Allies must have 189 IPC.
    3. Surrender: Either side can surrender at any time due to a hopeless military situation.

    We chose to eliminate the concept of Victory Cities from the OOB Winning Conditions - simply because we wanted players to have more options to win the game, instead of always fighting around the same Cities and Areas.

    With the Winning Conditions described in the Axis & Allies Global 1940 House Rules Expansion, the Warfare becomes much more flexible on both sides.

    Anyway;
    The Capital Defense rule was play tested back in 2013 for the first time.

    At that time, we still hadn’t fully play tested the Army Group rules with the Global 1940 2E.
    So we decided to wait with the Capital Defense play testing in favor of the majority of other rules that were included in the Axis & Allies Global 1940 House Rules Expansion.

    Concerning the German Luftwaffe we usually see around 30 % serving on The Eastern Front - and the remaining Luftwaffe units in Europe & The Atlantic.
    It all depends on the German Strategic Plan.

    Couldn’t you keep the victory city conditions and also add what you added? Or do the victory city conditions make it too easy to win so players will just go for them? Thank you!
