Also, wanted you all to see how I moved through the Prussian Convoy Box, converting it to my flag. I do not get the 4 income, but you will lose 4 if you do lot move through it with a naval vessel with a combat value (not a Transport).
Equally, Steve please move into or through mine, which is on your side of Denmark. It will lose me 4 income too.
UK and Frqnce have two, I think. Rest of us one, or none (Austria).

It’s like any other “factory” in this game.  It’ll allow you to produce units up to the territories IPC value.
