But that also means that Germany CANNOT upgrade it, so it can only ever produce 3 units MAX
So if Germany conquers London, the Londond IC becomes a minor… and it can NEVER be upgraded? Why?
Because:
“Industrial Complexes:
Major industrial complexes can only be built on originally controlled territories (this includes upgrading minor ones). Likewise they may not be upgraded when captured. Major industrial complexes are reduced to minor when captured. The original owner of the territory may upgrade it if the territory is recaptured.”These are the most recent rules.

but can you build a minor ic in a territory with a value of 1? -
No. it must be 2, major 3 or more and only in originally occupied areas.

Also known as the “US major IC in Norway / S. France” rule change. Other than forcing the US to go Pacific, there was very little you could do to stop the US from doing this by Turn 6/7, which was sort of a “doom clock” for the Axis if it happened.

Its not originally occupied, its original owner. (Kiangsu and manchuria cant have majors cause japan is not the owner.)
