I’d wonder if low luck for SBR AA would be better? Triple A can handle that. You have to ask the question then why not LL for normal AA.

You made a good point IMO.
Lower is the odds of making a hit, the higher AAA shot can be called “unpredictable” and can create hilarious or desastrous outcomes, depending of POV of defender or attacker.

The interceptor @1 and the AA @1 just represent that fact, also the bombers rolling for damage iso just doing a fixed number represents that.
It will never be realistic whatever houserule you devise and how balanced you say your houserule is.
Its a game not a simulation if you really want to change the game to more realism move to D12 system or even D20 and overhaul the whole combat system then at least you can have more variance that isnt jumping up that much.

Currently your return on investment that you can expect with a bomber is around 3 ipcs in total if you do strat bombing a lot, that bomber attacking in a land battle will hit and inf as well.
And that is only if you attack a factory that needs to be used, If you bomb india for 6 damage they might completely ignore it and produce 4 units you did 0 damage but risked 12 ipcs worth of production.

These points make a lot of sense.
An all or nothing strategic bombing raid seems unhistorical.
If flak and interceptor hit, there is no damage; while no hit makes for an highly damaged IC.
The real things was in between. Extremes were exceptional event in WWII while mitigated raids were common, as far as I know.
You made me think about an alternate way of doing SBR, without changing basic OOB StB A1 Fg A1 D1 combat values.

No, you are not missing anything. That is a perfectly legal move. I am assuming that the Allies still control Gibraltar, right?

In fact, in your example, since Gibraltar has a friendly naval base (assuming it hasn’t been bombed), the US fleet could go all the way to Sea Zone 95 and park right next to Italy if Italy had no ships there OR they just had submarines and/or transports. Even if Italy had fighters on their air base, they couldn’t scramble because it is the US NON-combat move.

You can basically move your ships to any sea zone you want as long as there are no enemy surface warships blocking your way, or as in your example you have cleared any enemy warships.
Of course, that US submarine would have to remain in the sea zone just east of Gibraltar since it moved in the combat movement.

It’s on page 20 of the Europe 2e manual, last paragraph:

Any industrial complex, air base, and/or naval base located in the captured territory is now controlled by your side (see “Liberating a Territory,” on the next page). If you capture an industrial complex, you can’t mobilize new units there until your next turn. **_If you capture a major industrial complex, it is immediately downgraded to a minor one.

This is the only mention I’ve found in the the rules, even though they discuss the damage markers in multiple places.  It would have been helpful to reprint that in the unit profiles section._**

I like this map loads better and it looks great on my pool table, but hate the complex rule set and political rules…

What i cannot find in the rule book is how to upgrade it.

Often one must string several areas of the Rulebook together, which can be hard to find.

AAE40 Rulebook Page 24> Industrial Complexes>Unit Characteristics> Tells us the upgrade price= $20IPC (and limits, example- Territory value 3IPC or greater, have to own it at start of turn to use it, etc).

AAE40 Rulebook Page 12>Phase 1:Purchase & Repair Units - This tells us when we can buy the upgraded Ind. Complex and where to put it for now (Moblz. Zone)

AAE40 Rulebook Page 22> Phase 5: Mobilize New Units -Tells us that “place new facilities” is when we put the Major IC chit on the game board territory, as well as some limits to placement.

I recall a game or two of P40 where the DEI were up for grabs. Potentially we had not read the rules correctly or it was changed in the erratica.  Either way Japan doesnt seem able to touch them now.  Probably a representation of Dutch VIPs continuing the war from England after Germany’s victory
