Building Into Occupied Sea Zones

When you build into an occupied sea zone, what must your opponent decide to do on their turn? Are their options to leave the sea zone or to remain and fight? Or can they remain there without fighting?

The “Sea Units Starting in Hostile Sea Zone” rules apply when it is your opponent’s turn.

Question: Ger sub off west coast of Eng. UK drops in a destroyer on deployment turn. Can French fighter in Eng attack sub on its turn? Does UK destroyer force sub up to surface before Ger’s next turn?

@phillyplayer No. Fundamental rule for allied forces: Allies defend together, but attack separately. UK destroyer can’t help French forces attack.
