[G40] One small rule, big implications: "Partisan Attacks" (alternative to bid)


  • Partisan Attacks

    (Occurs immediately after the Convoy Disruption step)
    A territory would be subject to having its income disrupted by a Partisan Attack unless it is occupied by at least 1 friendly land unit with a combat value.

    • Your original territories and original friendly neutral territories that you control are never subject to Partisan Attacks.

    • Roll one die for each affected territory.

    • Any rolls of “4” or higher are ignored.

    • The results of these rolls that are “3” or less is the damage suffered by Partisan Attacks.

    • No territory can lose more IPCs than its own IPC value.

    • The total of these results is subtracted from your income for the turn.

    The purpose of this rule is to incentivize players to leave at least 1 occupying army unit in territories they conquer by adding a little risk to leaving those empty.
    I think it would add an interesting logistical element and a cost of “occupation”, especially for Axis powers.

    Areas of the game map most affected:

    • China, behind Japanese lines
    • Eastern Europe, behind German lines
    • Coastal territories of France
    • Yugoslavia and the Balkan territories

    Strategic implications:

    • Total Axis withdrawal from Normandy Bordeaux / Southern France (when facing potential Allied landing) creates opportunities for the “French resistance” to hurt their income from those areas.
    • Total Axis withdrawal from Greece / Yugoslavia (when facing potential Allied landing) means they might lose income there due to activities by Greek and Yugoslavian resistance movements.
    • Single-minded build-up of Axis forces in Bryansk / Smolensk (in anticipation of Soviet attack out of Moscow) enables “Soviet resistance” to hurt their income from Belarus, Baltic States, and Ukrainian areas.
    • Japanese conquests in China become susceptible, and Chinese territories are so numerous and low-value that occupying all of them becomes a logistical challenge for the IJA (relatively increasing the economic value of the “money islands” and other high-value territories).

    And, the idea gets even better if you name it Partisan Disruption, and let a nation specific plastic Partisan unit land in that empty enemy territory. Now the Partisan unit even stop Tanks from combat Blitzing. I figure a Partisan unit should cost something, yes I dont love the idea of free Kamikazes neither, they should be purchased, so your opponent can see what is coming his way, and I think the Partisan unit should be delivered up to 3 spaces from an Airfield, just like the Paratrooper, to model air drops with equipment to the locals so they can form this Partisan unit. I even think a Partisan unit defend on a 1. No attack value and no movement. This would look way better

    So Partisan units would not alter control of a territory, but they would stop blitzes? Are you forced to attack them if you move into their territory? Can the partisans be purchased with foreign income, e.g., British-funded French partisans in Normandy? What would you charge? 1 ipc? 2?

    Might be simpler to just leave partisans “intangible” and deduct income, without needing to purchase or place.


  • I like to have where for any enemy territory left empty the other side can place 1 Partisian in each empty enemy territory. On next turn for every  Parisian that’s still there can place a 2nd Partisian in the same enemy territory where now 2 Partisians equal 1 inf. Now that 1 inf captures back the territory and collects the income. Inf values the same. Partisian does block enemy and defends only on a 1.

  • Disciplinary Group Banned

    Here’s a thought, where there is a partisan attack it freezes one unit in that territory for one turn.

    We have a similar house rule that we use in our Events section. The number corresponds to the dice roll prior to the round beginning.

    Germany
    3 – French revolt. French partisans are disrupting supplies from France. While Germans occupy France value is reduced to 1 IPC

    USSR
    4 – Peasant resistance forces disrupt German supply.
    Germany can conduct non-combat movement in only 3 Russian territories due to rail disruption damage. Only land units are disrupted. Air units are not affected. Germany can quell the resistance by sending additional SS security groups with a roll of 3 or less. Can happen more than once. Cannot happen again after the 3 is rolled.

    Japan
    3 – Chinese partisans attack supply lines. No combat movement in China only. Air units not affected. Non-combat movement permitted. Resistance can be quelled by sending additional security forces with a roll of 3 or less. Can happen more than once. Cannot happen again after a 3 is rolled.

    USA
    3 – If USA is at war: Roll 3 dice and total is the number of IPC’s immediately returned to the bank.
    Anti-war sentiment is growing. Members of Congress and Senate begin to question America’s involvement in the war. Labor strikes nationwide cripple industrial centers The American citizens are tired of rationing. US government diverts resources to civilian population to dissolve social unrest among homeland. Combat is still permitted. Can happen more than once.

    China
    3 – Loss of supply. Burma Road is closed this turn due to heavy rain and landslides. No IPC bonus applied for the Burma Road this turn. Artillery are not permitted for purchase. Units may still move and combat within those zones. Can happen more than once.

    UK
    3 – India revolts.
    Gandhi and anti-war sentiment swells within the masses in India. Due to increased desertion by conscripted troops, India is now worth 1 IPC.

    Italy
    3 – British special forces disrupt Italian ports with sabotage and increased mining of waters by submarine crews. On this turn, African supplies are cut off due to increased mining of the Mediterranean. Half of African income is collected this turn. Half of any other European territories without a rail line (continuous friendly land route to Rome) is also denied. Can happen more than once.

    Anzac
    3 – Massive typhoon strikes Australia
    100 year storm devastates Australia. Flooding and destruction unprecedented. Half money returned to bank to repair damage sustained from storm. Factories, ports and airbases in New Zealand and New South Wales sustain 1 damage each. Can happen more than once.
    4 – British supply arrives. Australia receives 8 IPC’s immediately. Can happen more than once.

    This attaches to other events that can occur.
