@hengst This house rules forum is full of ideas. To avoid scripted games you need a varaiety ways to win or lose a game in a reasonable amount of time ,eg 8 to 12 rounds.BBR and 3G40 are rulesets that encourage you to win by achieving various victory objectives.(not just victory cities)
3G40 changes turn order,merges Anzac into UKPacific,and sticks pretty close to oob rules.BBR is more complex than oob and is real popular.Both are designed to play in 1 day and to be able to declare a winner.

I use Factory Limited from the Redesign Thread. I find them to work well.

“FactoryLimited” Air and Naval Bases now cost 12. All captured and newly constructed Minor Factories may only produce Artillery, AAguns, Armor, Mech Infantry, Mobile Infantry, Marines, Elite and Infantry. If a NB is present you may also build Subs, Transports, Escort Carriers and Destroyers. If an AB is present you may also build Fighters and Tac Bombers.

ABs are required to build Fighters, Tac Bombers, Bombers and Air Transports. Bombers and Air Transports may only be built in Factories on originally owned Territories that also have an AB. In addition, Bombers and Air Transports may not be built in the following territories: Kwangtung, Egypt, Norway, Alaska, West India and Korea. May not build at an AB with 3 or more damage.

NBs are required to build all Naval Units. BBs, CVs and CAs may only be built in Territories with originally owned starting Factories. These Territories must also have a NB (Need not be original NB). May not build at a NB with 3 or more damage.

So similar to what you’ve suggested. Basically the Big Guns can only be built in original major factories.

Revolt in Ireland
No non-British Allied land or air units are permitted in Ireland. The German player may invest a total of 3 IPCs during each Purchase Units phase in hopes of fomenting an Irish rebellion – similar to the technology tables in early edition A&A, 3 IPCs spent buys ONE immediate die roll THAT TURN only (i.e., the spent IPCs are not retained or carried over to succeeding turns).  Having any German ship adjacent to Ireland at this time provides a +1 to the die roll for this check. If a modified roll of 6 is rolled on a die, Irish nationalist republicans revolt.  Irish rebellion is also automatically triggered by any German land unit present in Ireland at the end of a German turn.+

If Ireland rebels, immediately place two infantry figures in Ireland under the control of the German player; these represent Irish rebel forces hostile to Great Britain.  If Great Britain loses control of Ireland or Ireland is contested, at the start of each British player Purchase Units phase the British player forfeits as many IPCs as there are enemy units in Ireland directly to the German player, up to a maximum of 8.  If Great Britain loses control of Ireland and Ireland is not contested Ireland becomes controlled by Germany and Germany receives its IPC value. At the start of each German turn that Ireland is controlled by Germany or contested, another Irish rebel infantry figure is placed in Ireland, up to a maximum of four rebel infantry units. Only infantry units are raised as Irish rebel units but there is no limit to other nation’s units that can be moved to Ireland.  Irish rebel units may not leave Ireland. Ireland will only revolt once in a game.

This rule simulates the complicated political situation existing in Ireland during WWI and the historical “Easter Uprising” of 1916. Because German submarines were often used to smuggle weapons and personnel to Ireland during this time, and German invasion prospects encouraged the Fenians,  the presence of German naval units increases the chances of rebellion.  The USA and France traditionally sympathized with Irish republicanism and their governments were not likely to agree to their militaries forsaking the war against Germany to suppress Irish nationalism.

If you play with any of the varients, that have more territory , these can be more useful

That is a good idea about limiting the Japanese Kamikaze use until they are kind of pounded down to a low income. The Kamikaze was a weapon born out of desperation after all.

Yes, and in addition to the pressure of Japan being in such a desperate situation, there was another related factor at play: the more the war progressed, the fewer top-notch pilots Japan had at its disposal.  Japan’s training philosophy prior to the war had produced an elite corps of pilots, which gave Japan an initial advantage but left it in a worsening position as the years went by and their casualties mounted.  The US Navy, by contrast, figured out that training large numbers of competent pilots was a better investment than training a small number of superb ones (especially since the US could produce enough aircraft to take advantage of its abundant pilot supply).  When Japan’s situation became dire enough in late 1944 for it to consider extraordinary measures such as kamikaze tactics, one element which worked in favour of the kamizaze concept was that it required very little pilot training: the pilots basically just had to learn how to take off, how to fly to their targets and how to go into a steep dive.  This kind of rudimentary flight instruction was the opposite of the elite-oriented training philosophy Japan had followed prior to the war, so it would make sense to have a rule saying that Japan can only make kamikaze attacks late in the game once Japan is on the ropes.  Maybe this could even be seen as a kind of tech – a capability which isn’t available at the start of the game, but which becomes available later when certain conditions are met.  With a normal tech, you need to invest money to gain the new capability; in this case, kamikaze attacks (a kind of reverse tech because it reflects a training downdgrade) would become available when Japan’s economic and strategic situation drops below a certain threshold.

Did the cost of the tech researchers change?
If not, then how are you giving lesser powers a chance at getting something useful?
Are you saying that now all the techs are useful to everyone?

That’s certainly not true.

Plus now I can’t even target a grouping. it’s TOTALLY random what technology I will achieve.  How does that meet your stated goal of ‘increasing the chance of getting something useful’?

Some people say that making house rules is like insulting the game designer. But in this case I know Larry is OK with it. At least he should be used to it by now. Butt, when that is said, make som house rules that really make a difference, god dammit. Make a rule that allow attacks on neutral Sweden.

THE REAL HOUSE RULE:

Sweden is a 3 IPC territory. Sweden is controlled by Germany at the start. Anyone may attack, strategig bombard, looting and plunder Sweden any time, just for fun.

I’m Canadian so I wouldn’t loot and plunder……  I truly believe that Axis and Allies is one of those rare games that just scream for creative house rules, it’s only natural to want to improve this game with you’re own ideas and thats what makes it so addictive.

Thats right. To me, the multiple collect income causes inflation.
Yes collecting income before combat does stop this.

Regarding the essay on a pad that can be reduced. For example in AARHE the Axis/Allies sequence makes. Its not 4 turns between Russia 1 and Russia 2. So you don’t have to hire an accountant to keep track of things even if we collect income before combat.
