The USA cannot move any units into any land territory that’s not their own until they are at war.
So, no, they cannot send fighters to the UK until they are at war with Germany.
Intentionally not move carriers to provide landing space for planes?

If the attacker moves planes to a seazone in the combat movement phase, is it possible to intentionally NOT move the carriers in the NCM to catch them, so that they crash into the sea?
Or do you always HAVE to move carriers, IF planes would otherwise crash into the ocean?

Yes. If you can reach them, you have to collect them.
