I noticed that TripleA let the ANZAC sub move into sea zone 6 that was occupied by a Japanese DD during non combat moves. I thought the presence of a DD blocked the submarine movement, or does it just bar passage through the sea zone? I’m kind of intrigued, if that’s legal I can see annoying a lot of people with that one.

It is right guys. Only a Sub can do it, as part of its special movement rules(see page 22 Pacific).
A Sub would still be forced to stop by a DD(as in this case). Passage is barred as you said Degrasse. -
