What a cock up! I was originally attacking France with 5 units, including one of my Tanks. I changed and sent the Tank East, so attacked France with 4 units. I was lucky to  do as well as I did.
That will be costly: losing 6 income is another Tank and you do not need to attack France, just land there.
Stupid!

Is a joke that Moscow is 3 hexes from Italian waters though. Saw that too, but was nothing I could have done except buy a DD instead of 2 ground units.(And I need ground units>)
