    If I attack Japanese surface ships a sea zone with the rising sun symbol, you get 6 free shots at my attacking surface ships before combat begins.  Japan gets to chose his targets, hitting at 2 or less.  Thus if I attacked a Japanese destroyer with a US battleship, you could roll say 3 Kamikazes at my battleship before the battle starts.  If you get 2 hits my battleship is dead.  If not, then I get to proceed with the attack.  You then would only have 3 Kamikazes left to be used in any further battles.
