A retroactive declaration of war by Russia disadvantages Japan, because it did not have a chance to respond on J-3 to this threat.
I (incorrectly) assumed the US was attempting to stage an attack on Japan.
If Russia agrees either not to invade Japanese territories or R-4 or a J-2 NCM adjustment, I can live with the retroactive declaration of war.

@artofwar1947 Absolutaly, I see the disadvantage. You saw that I didnt DOW, so you based your buy and moves on that fact. Pls let me know what moves you would have made had Russia done a DOW. And yes I am aware that the US also posed a threat to mainland Japan. My apologies; my ignorance of the rules should not adversaly impact you.

From p. 39: "If the Soviet Union attacks Korea or any Japan-control territory bordering … Mongolian territories while Mongolia is still neutral, Mongolia will remain neutral … (i.e., prevents the Mongolian activation if Japan attacks a Russian territory bordering Mongolia).

also, do you know what happens with Mongolia if the US takes Korea and Russian troops step in to help hold it? The rules, that you quoted, seem to state if Russia attacks

I believe that, even if the US first takes Korea, Russian troops in Korea would void the pact with Mongolia. You might want to check with Adam or another rules expert though.

The US fleet to 112 would be illegal, as it is 4 sea zones from 104.
Redoing US/UK-3 would mean throwing away the two hours of effort needed to plan IT-3 and G-4 and replanning and redoing both.
Although the deal is a really good one for Allies, it is a really bad one for the Axis, trading what might be a relatively quick win for what might be a relatively long and difficult one or worse (a lost). I’ve not had good luck giving such breaks in the past.
