I don’t really fully understand the rule but in this case why don’t we retroactively activate a declaration of war between Russia and Japan as that was the apparent intent of the US was to put boots on the ground
In the Pacific/Europe 1940 manual, see Global Rules/Soviet Union/second paragraph of Political Situation on p. 36.
A retroactive declaration of war by Russia disadvantages Japan, because it did not have a chance to respond on J-3 to this threat.
I (incorrectly) assumed the US was attempting to stage an attack on Japan.
If Russia agrees either not to invade Japanese territories or R-4 or a J-2 NCM adjustment, I can live with the retroactive declaration of war.
@artofwar1947 Absolutaly, I see the disadvantage. You saw that I didnt DOW, so you based your buy and moves on that fact. Pls let me know what moves you would have made had Russia done a DOW. And yes I am aware that the US also posed a threat to mainland Japan. My apologies; my ignorance of the rules should not adversaly impact you.

From p. 39: "If the Soviet Union attacks Korea or any Japan-control territory bordering … Mongolian territories while Mongolia is still neutral, Mongolia will remain neutral … (i.e., prevents the Mongolian activation if Japan attacks a Russian territory bordering Mongolia).
also, do you know what happens with Mongolia if the US takes Korea and Russian troops step in to help hold it? The rules, that you quoted, seem to state if Russia attacks
