In the Anniversary edition rulebook it is not mentioned that you cannot place a factory on an island, it only use the word ‘‘territory’’.
If i compare with 1940 where it is specifically forbidden, i simply want to make sure i am not making false assumption.I always wondered why Borneo and/or East Indies where not seen that often with factory built as it looks like a great base of operation for Japan or even UK!
Long story short my question is ‘‘Can i build a factory on an island?’’

Yes, you can, provided it has an income value of at least 1.

There is a fairly common house rule to not allow Industrial Complexes on islands, specifically targeting Japan, to keep such a strong/game winning move out of the game.
