New Industrial Complex placement.
In the Anniversary edition rulebook it is not mentioned that you cannot place a factory on an island, it only use the word ‘‘territory’’.
If i compare with 1940 where it is specifically forbidden, i simply want to make sure i am not making false assumption.
I always wondered why Borneo and/or East Indies where not seen that often with factory built as it looks like a great base of operation for Japan or even UK!
Long story short my question is '‘Can i build a factory on an island?’'
Attacking an empty sea zone?
As i’m reviewing the scramble rule a question came to my mind.
Can i assign planes to a sea zone with no ennemy warships just as a safety against scramble?
For example let say Germany decide to invade Leningrad with an amphibious assault through SZ115. There is no allied surface warship present in SZ115 but there is 3 Soviet Fighter in Leningrad.
Can i (Germany) choose to assign planes to fly over and ‘‘stay’’ in SZ115 just in case Russia decides to scramble?
Clarification on UK "dual economy"
Let say Japan has taken both Calcutta & West India.
What happen if some ally power goes in later and retake West India?
Does that power add West India’s production value (2) to its own since UK Pacific (FEC) lost its capital (does not have an economy)?
About AAA and Transports
I know it has been discussed already but i found it difficult to find the information i am looking for.
I would like to know how big of an impact AAA/ AA would have in the game if they could fire at bombers during a strategic bombing raid.
What would be a good ‘‘rate of fire’’? 1 shot per AAA no matter how many bombers are attacking or the usual rule for defending (3 shots per AAA up to a maximum of 1 shot fired per attacking plane)?
Would it make it a bit more risky or would it make bombing raid simply suicidal?
If i decide to go for transports defending on 1 it is better to keep the chosen last rules? I mean someone cheezy could very well get 1-2 empty transports for the ride just to ‘‘soak up’’ wounds correct?

Repairing a Battleship?
As i am finishing reviewing the rules for my first game of Anniversary Edition i just to make sure of something.
I understand that in anniversary edition there is no naval base to go to in order to repair as in global.
When the rule says “If a battleship survives a combat having taken one hit, return it upright to the game board.”
Does “returning upright” means the ship is somehow repaired after combat?
In other words can we ever repair a damaged battleship at all in this edition?
