Intentionally not move carriers to provide landing space for planes?

Repairs take place during “Phase 1: Purchase & Repair Units”. It does not affect movement of the repaired unit in later combat and noncombat move phases in any way.

The Allies have to control Turkey at the beginning of the Russian turn for Russia to move ships through the Straits.

Also, according to the rule book: “If a canal or narrow strait is controlled by a power not on your side, but with which you are not yet at war, you must ask permission to use it, which may be denied.”
So in a very theoretical situation, Germany could capture Turkey before being at war with Russia, and allow Russian ships to pass through the Straights. But I don’t think that ever happens.

Your understanding is correct, MarkVIIIMarc.  However, in scenario 2 the UK player has no casualty options that won’t result in stranding the fighter.  Since sub hits must be taken on sea units, the only casualty options are the one you chose or taking both hits on the carrier, dooming both fighters.  At any rate, taking the hit on the carrier and stranding the fighter is always an option.

So pretty much the US is not allowed to move anywhere in the Atlantic before they are at war… :-P  Not exactly, but almost.
