    Sometimes the game doesn’t correctly render SZs as non-hostile.  Check the owner of the SZ you wanted to move into, if it’s an Allied power, that is probably the issue.  This comes up every so often off the coast of Canada too, if the Germans have their subs sitting off Quebec and they are later removed.
