The axis need 8 victory cities in Europe, or 6 in the Pacific to win. They have to be held for a full round.

Germany needs London, Egypt and 2 in Russia or 3 in Russia and Egypt usually.

Japan needs to conquer India and either New South Wales or Hawaii usually.
