    Step 2. Submarine Surprise Strike or Submerge (Sea Battles Only) This step is specific to attacking and defending submarines. Before the general sea battle takes place (steps 3–5), both attacking and defending submarines can choose to either make a Surprise Strike die roll or submerge. A player may choose to submerge all, some, or none of his or her submarines. However, if the opposing side has a destroyer in the battle, the attacking or defending submarines can’t submerge or make a Surprise Strike. Combat proceeds normally with your submarines firing along with your other units in step 3 or 4.”

    The Germans have a destroyer, so the Soviet sub doesn’t fire until step 3. The Soviets have no destroyer, so Germany’s subs get to fire surprise strikes before any other units.

    If you didn’t realize that defending subs could make surprise strikes, I don’t mind if you undo this combat and add your sub back.

    And do not think you have to resign yet. Axis look strong but are not even close to a VC victory yet, nor do they have economic dominance.
    India can hold I guess?? next turn and Japan does not have China under control. Russia, healthy, too.

    I would still fight in the allied shoes but knowing I need to get something happen and take risks.

    and south africa, but persia is crtical, and the pacific is a big mess and of course it makes perfect sense that Anzac loose all their objectives because of solomon, surprise attack sure, but surprise defense is so so, but I understand the rule and there is no transport because I need everything times 10 in this game, maybe a little poor planning as well……I am not giving up yet, but much is decided in the next couple of rounds
