Any ship can. Subs never block movement.
The special rule that you’re confusing is exactly the opposite - Subs can move through and into any hostile seazones on combat or noncombat that do not have a destroyer and during noncombat they can choose to move into a seazone that has a destroyer, even though it won’t amount to combat. Quite simply, they can move into or through any seazone at any time, but are stopped immediately with an enemy destroyer.

OK thanks - now if a sub ends its combat move in a seazone with an enemy carrier but no enemy destroyer, does combat have to happen or can the sub just choose to stay there?

No it does not. Only the Sub can initiate combat in that scenario.
It might be advisable to attack the carrier especially if it has planes on it, as they cannot shoot back at the Sub, and if you sink or damage the carrier(2 vs2)they would have to land elsewhere. you shoot 1st too.
Also if he does have a Destroyer in range on his go, you would only defend on a 1 and his Air units could join in. -
Thanks for the clear answers - I’ve played the classic version of this game for years and am having a hard time adjusting to some of this - now say Germany has 4 subs in a seazone adjoining Great Britain. GB places five destroyers in the same zone during his “place new units” phase. On Germany’s next move, does he have to combat the destroyers since they are in the same zone or can he move the subs out of the zone to evade?

You stay and fight or move away.

But if you choose to stay and fight then your Subs can’t submerge during combat, because of the Destroyers’ anti-sub capabilties.
