This is what we do in game. Each neutral has a territory value and some kind of army and a few ships. You can attack them if you want. But u need to capture each neutral territory to get icp income.
If you lose battle then just that lone neutral joins other side.
But we also have a cost to try and influence a strict neutral to your side and you receive the territory value towards income and what is there for the ground troops and a possible ship. Nothing stronger than a Destroyer.
Not all countries can influence the same neutrals. We roll a d20 and a 4 or less u get neutral.
This is just an idea u may look at.
Spain and Turkey have the biggest Amy but cost more for those 2 to try and get.

For G40 or P40. What if we had the ANZACS go at the same time as the US? Political rules would be the same, but they would share the same turn representing the cooperation of those forces in the Pacific. Any ANZACS on the Europe board could go with the UK turn to represent that cooperation.
How does this affect balance? Just an idea I had. I don’t have time to test it right now, but if someone else does that would be great. What do you think?

We have considered that same rule but… need to be careful that the US combined with ANZAC is not too strong.
ANZAC at first has to be watchful to defend their own territories so they will net be too ambitious on the attack. The US really did not have much in the Pacific since most of the money was spent for the Europe campaign.We play that ANZAC can move with the UK pieces, and it seems to work.

I would say the UK. That is what ANZAC gets for aiding the “Empire”. Would seem more historical.

Dutch or French stuff goes to ANZAC.
Japanese stuff goes to USA. -
