Meant to reduce damage to the factory in Germany so that I could buy 3 units; the last click apparently did not take. So for the third unit I had an extra pic and used it to upgrade infantry to artillery. Edited in the repair of 1 unit and placed a 3rd infantry in Germany. I will adding and then delete the now extra/leftover artillery unit next turn.
