    OK. If I brought in the transports without escort ships then I suppose they couldn’t be used as they can only target surface warships which excludes transports and subs. However if they can be used in any phase, which I’m not sure about, then you could use them during my non combat move. My rulebook is at my buddies place or I’d look it up.
