A sim of the ANZAC CM allowed a fighter from Queensland to attack the TT in SZ 36 (without a sub attacking the Japanese fleet in a SZ 55 in an effort (however futile ) of allowing the ANZAC CV in SZ 65 to recover the fighter in SZ 45. My understanding of the rules is that there has to be at least a theoretical possibility of recovering the fighter by sending a sub to attack SZ 56 (i.e., a suicide attack by the fighter is not allowed). Is my understanding of the rules or the sim correct?

Your understanding of rules is correct.
You need to have a valid landing spot.
You get this by attacking z55 (1 sub can in theory win). -

I see I forgot to retreat the Russian army in the far east again; sad. Though it probably would not make any difference in the end, the plan was to leave an inf in Buryatia to block, attack N. Manchuria with the rest, and reinforce with a Chinese infantry.
