Silex Webpage (specifically Spanish Harlem)

I know this topic has basically been beaten to death, but I have another game coming up so am in research mode. Silex’s page seems to be down and it also seems to be the number 1 resource (almost only) to describe the Spanish Harlem strategy in detail. Does anyone have a copy of this or can lead me to another detailed explanation?
