    I’m not sure why the Russian NO is not activated. All conditions are fulfilled:

    1. No Allied Units in Soviet territories
    2. 125 is free of axis warships
    3. Archangel is controlled by the Soviet Union

    It’s probably because I turned on edit mode to move things around a bit that this happened. Russia should have 41 in the bank, not 36.
