    The 2nd edition of the PAC 40 rules includes Korea. However, with further exploration, I found Alpha 3 rule:

    If the Soviet Union attacks any Japanese-controlled territory bordering these Mongolian territories while Mongolia is still neutral, Mongolia will remain neutral and not ally itself with the Soviet Union.

    It sounds like this allows Korea to be attacked with immunity by the Soviets, since it does not border the Mongolian territories.

    As the Alpha 3 rules are probably more current, there probably is not be a triplea program glitch.

    In that case Japan would not blitz Amur. So I changed ownership of Amur back to Soviet control and reduce the Japanese ipcs by 1.

    I sent an inquiry to Gamerman the rules guru. Based on my reading of the A3 rules, it does not matter that Russia declared war on Japan or the US blitz Amur to return it to Soviet control. We’ll see what the expert says.
