    You may be correct about moving the UK DD to SZ 36 during a NCM, because the UK and Japan are currently not at war and so may co-exist in the same SZ.

    I was right the first time. According to the political chart, an unprovoked state of war exists between Japan and the UK. You attacked Japanese troops in Yunnan and Kiangsi, so the UK must have declared war on the Japanese.Therefore, SZ 36 is a hostile SZ that UK naval units may not enter on a NCM. If the Uk had not declared war on the Japanese, then the DD could have moved to SZ 36 because a state of hostility would not exist.
