actually im not sure you can do that?
In the non-combat move section of the rules it say, “a sea unit can move through any friendly sea zone. it cant move into or through a hostile sea zone.” it goes on to discuss the submarine exception, but that is all.i will be gone for most of the day and evening, if you want to verify with gamerman you should!

Hi guys! Hope you’re having a fun game.
Technically, it is illegal to move ANY non-combat moves during the combat movement phase, however, it is common practice for players to do so, and as it normally only handicaps that moving player, it is not normally enforced.
However, had that rule been followed here, you would not have any confusion.That said, the movement to Z97 by the Allies was not a combat move, because the Italian sub was being ignored. There was no possible scramble opportunity. The confusion arises as JuanSpain posted the combat movement, and Infrastructure saw that and guessed the reason was to wait for a scramble decision.
JuanSpain clearly only intended to noncombat move all these units to Z97, and while he technically should have done so only in the non-combat movement phase (not to mention the infantry he was moving around), I think it is clear that he should be able to make this move with no problem, and with no scramble opportunity.
This is only possible because the only Axis ship in Z97 is a submarine and thus it is not a hostile sea zone (takes a surface warship to be hostile) and can be ignored.
