When does the US recieve the extra 40 IPC?

Is it before they buy new troops on the first round after they have been declared war upon? Or is it at he end of that turn?
For instance if Japan declares war on round 1, will the US start their round 1 with 17 or 57 IPCs? -
At the collect income phase at the end of US1, so they will always have 17 to spend at the beginning of their 1st go.
