Correct me if I’m wrong but on page 9 of Global Pacific 2nd edition rules, it states that " An unprovoked declaration of war by Japan on the allies, United States receives a one time payment of 30 IPC". Does this mean that if Japan does so on round 2, the U.S. would receive 30 ipcs immediately which they could use to purchase units, on their turn, round 2, and then after their turn they would subsequently receive an additional 30IPC as part of their national objectives? Also if the U.S. declares war, round 3 they would not receive this one time bonus?

We’re playing Pacific 1940 second edition, when a declaration of war is declared by either side, when does this occur before combat moves or after combat moves? The reason why I am asking is There is a U.K. destroyer in sea zone 37 and if Japan declares war on round 3 does it have to go into battle with that destroyer in 37 or can it make its combat move ignoring it and then declare war once it’s in season zone 39 on India?

2nd question, if 2 countries are currently not at war and occupy the same sea zone ,( Example: Japan and U.K.) then next round Japan declares war, does that sea zone become hostile forcing them to go into battle, or can they ignore the opposing force and move their units away without going in the battle, or just leave a few war ships in that sea zone to address the enemy unit?
3rd question, Can the United States, when not at war, use a friendly powers naval or air base to extend its moves?

What about national objectives, do they have to be collected to?

Where is that in the rules?

DO YOU HAVE TO COLLECT INCOME IN PHASE 7, OR CAN YOU CHOOSE NOT?

Does a player have to collect income on Phase 7, or can he choose  not too collect?
We are playing triple AAA.

  On page 12 of Triple A rulebook under step 4 it reads that “development becomes effective immediately”
Does that mean you get to roll a die immediately for War Bonds,before you begin purchasing on that turn, or do you have to wait for end of your turn, Collect Income phase, as it reads on Breakthrough chart 1, #5? Hope that makes sence!

  Just one more question, for years we have been playing that if planes are left (forgotten about, and not moved on noncombat) in a newly captured territory, they are destroyed, is this correct, or an illegal move?
