When you look at Japan sitting at a whopping 1036 TUV, it is far greater militarily than all other powers, the closest being America at 841. And yet, Japan has lost a vast amount of her conquered territory and has been economically reduced to just 38 production. Even UK pacific is at 30 PUs now!
In other words, Japan bought way too much navy…
