I guess you can throw the towel. Both Germany and Japan are close to dead. The winning chances are zero percent for the Axis even in case you experience some dice miracles or suboptimal play by your opponent.
I know the end is near, my mistake in round 2 by pushing the german stack forward and didn’t calculate was stupid
