Prussia, you will have to decide if you are going to war this turn, before France answers, because your politics is ahead of Austria’s. 
You could wait til Austria asks and France answers before deciding, which means you would stay at your current relation for this turn, and possibly go to war next next instead.

I never moved ANY troops towards/accross the border until AFTER you declined my ceasefire offer and you accepted Prussia’s peace.
