@The-Captain You’re absolutely right, but as the Russian player I’ve been glad to see those factories bombed out. Germany has moved the Southern Italy, Berlin, and Paris factories underground as they consider those the main factories they’ll be producing from. The Allies learned this the hard way too the India Industrial Complex took a lot of bombing damage. It’s kind of late but UK may finally put that factory underground.

Even if the United States is not at War.Does this include Strategic Bombers ? Or even Heavy Bombers when they’re avaiable ? Or just Tacs and Ftrs like the commies get ?

It includes all types of Air units - except Carrier Based Fighter units.
So, yes - Strategic Bomber units are also eligible for US-UK Lend-Lease

Yes - Heavy Bomber units can be part of the US & UK Lend-Lease rule.
Remember:
Heavy Bomber units do not enter the game until Late 1943.Note:
When the Atomic Bomb Expansion is part of the game, the US player must consider if Heavy Bomber units should be Lend-Lease transfered to United Kingdom, since only Heavy Bomber units can transport an Atomic Bomb unit. -

But no problem with the Heavy Bombers. They can take off from Washington, DC, bomb SZ 6 or SZ 112, and land in Soviet Union or London. Literally spans the globe. Now with Allied LL, they can start in Washington, Move to London, join the RAF, and bomb Berlin or Rome all in one turn also. Gives an outstanding counter to all of those Nazi superweapons.
