I reread the ruleset for the armistice and you are absolutely right about that.
Since i missunderstood this rule about FIC, i was wondering if i am allowed to swap my
Purchase into a harbour and Inf for my min.IC and a SS?
(Harbour in Hanan, Inf Tokiyo).It is my fault that i miss Interpret the rule and i would understand if you object.
