Before you go with Russia, i noticed something : You can’t activate Epr and Cpr in the same round, with the same unit passing thru Epr. When activating a neutral territory, it stops movement.
So UK has 35 in hand, and Mec is in Epr if you wish so.
I didn’t touch anything, but if you agree with me, please correct it before Russia 2.
