    Depends entirely on the situation. In one game it actually prevented a player from being able to attack Berlin. Which bought me a turn to setup more defenses and win the game.

    Since AA50, at least, the tactic of building a destroyer into an enemy sea zone has had great possibilities for wreaking havoc, especially when the opponent does not anticipate it as a possibility.
