Japan would need to EDIT it’s turn accordingly though (i.e. Japan would take Tsinghai with that infantry, not take Amur, and move those men to Jehol instead) … Japan probably would have a different Buy as well since I’d be moving so much south rather than north.

It was a tough call. I considered a EPL airbase to toast the fleet in SZ110 with German air and the sub from SZ125. If that hadn’t required a carrier buy for Germany (to give the EPL fighters a hypothetical landing zone), I probably wouldn’t have done that instead.
