That’s a quote from the Pacific rulebook.  My understanding is that use all rules in pacific not superceded by global rules are still in play.  I don’t think that rule was superceded but I will check.

The reason Uk / Anzac can’t take fic in global is because France is a power in global unlike in pacific.
