The turn they declare war they cannot attack a spot that has troops in it until France has in fallen on the turn they declare war. You declared war using Britain on the turn before Italy could get a chance to go.

What are your thoughts about German attack on Paris R1? It seems like that may give Italy an advantage in their theatre.
@captainwalker on R1 it really helps Germany and Italy somewhat. But also can hurt Italy more than help them. They have semi protection before war and can still do some major damage if done right if they wanted to declare war first.
Im a huge fan for it 1st turn if you dont do what I did and held a mech back not to take Bulgaria. So you can send it to France or Denmark. I like doing it this way because you can threaten Russia a lot sooner.

@captainwalker Jesus, Ive never really played with bids because me and my firneds that play in person dont. We generally just play the game the way its given.
I think this version is pretty balanced all of ozetas version are pretty fun.
