-on your next US turn, edit an minor IC to Mexico.- on your Place units phase, upgrade the minor in Mexico an edit it out on your China turn.
For now edit the units in you would have purchased instead of the IC upgrade. I would allow two Ftrs, one for WUS and one for EUS.
Or discuss with me diffrent unit types than Ftrs, but you can’t place them in Italy anymore bc you have rolled combat allready.

FYI I added the 20 IPC to America for the factory upgrade I bought last round. I don’t think it’s possible for me to have a valid placement for it. The Mexico idea didn’t work because the territory value is only 2 and it needs to be 3.Actually I just realized I can edit the Central America factory to a minor and place the major there in a future turn.
