An interesting variation on the point; but nothing got paired multiple times at once. Good call.
I refer to both TAC+FIG and ART+MAN as a “combat pair” (or if confusing, “air pair”) when I roll–but that pairing concept 1:1 is the key I think.

This is why its important to keep the units overland/oversea separate and it may affect how you take casualties (losing armor before cheaper stuff) if the first 1-2 rounds of combat go badly for you, you’ll want to lose the seaborne units first, and all of them, so you can run away! run away!
Take the amphibious units as your casualties in the first round. The amphibious units can’t retreat–they have to fight to the end.
