    That is bad luck.
    Poor infrastructure, playing me a tech game where my luck will even out.  Although I’ve rolled 3 or 4 now and got heavy bombers with USA but that’s it.

    It’s bad luck that you didn’t get the six when you wanted it, that’s forsure.  Lucky for the universe in a binary karma balance, any bad luck for you is good for me (or allweneed!), so it’s a zero sum model at least.  That should help you sleep, I’d think.
