Axis & Allies Global 1940 House Rules Expansion

@barnee said in Axis & Allies Global 1940 House Rules Expansion:
If a U-boat is in a SubPen and it moves out and attacks in that same SZ and then survives any counterattack, it could then move back into the pen.
Correct ?
I’m just gonna assume that is correct then
-
Yes, that is correct.

Concerning the 1st Waffen-SS Panzer Army:
We have attached a Revised German Army Boards file to this thread.
See the first post in this thread and look for:
15.b G40 German Army BoardsThe revised German Army Boards can replace the German Army Boards at pg. 67 in the rulebook.

Hi Captain
When developing the Marine, did you consider giving it A2 by itself ? It cost the same as a Arty and a Arty still boosts to 3 and Arty also boosts Armored Inf and regular Inf so I wouldn’t think it would adversely affect their buys too much.
Main draw back I see, is early game if Natl Grd activates, you could get a bunch a 2 hitters pretty cheap.
Anyway was curious if you tried it and what your results were. Be a lot easier to implement in triplea :)

Hello all, it’s been quite a while since I’ve posted because I haven’t played Axis & Allies since last year. During our hiatus, one of our dedicated players (Josh Schoorens) was hard at work constructing his own 1943 Europe version of Axis & Allies, taking The Captain’s House Rules Expansion and modifying many of those rules, eliminating some, and adding a whole lot of new units (mostly for Germany). Don’t worry, other countries (especially the US) got some really neat “toys” (can you say…Atom Bomb)! In addition, he spent hours and hours creating a custom board (complete with elevated mountain ranges), hand painting/creating/finding pieces for the new units (no cardboard/paper units here), and play testing against himself. The amount of IPCs per country were greatly increased, as were the amount of troops on the board, and territories. Needless to say there are a lot of massive battles! New minor Axis countries were introduced - Vichy France (blue), Finland (white), and Romania (yellow) as well. We also introduced new chip colors, white for 2 units and blue for 8 units. I’m attaching Josh’s rule book to this post. Even though there are a lot of new units most special units are limited in number and Josh has only created that many of each unit so it’s not too hard to stick to the limit that’s been set. I think folks will at the very least find the new units interesting. Axis and Allies 1943 Final Copy (custom rules).pdf
This board is so big it barely fits on a ping pong table. Attached are pictures of the initial setup.
For the first time we are playing this as a group 3 on 3. You’ll have to jump over to Game Reports to find out how things have gone the first two rounds (which took about 12 hours).

Wow ! Looks way cool :)
I suggest making a separate thread for Josh’s mod as this one is specifically for the Captains Global 1940 House Rules expansion
Nice work Josh !
Edit
It’s just to avoid confusion. Not to be a buzzkill :) -
Air Fleet question.
1st Luftflotten has 2 Aces and a Ftr. The Air Fleet would then get 2 dice for the Ftr, 2 for the AC and 2 each for the Aces for 8 total.
Is that correct ?
-
That is correct.

Thanks
slightly off topic but triplea should have a new lobby soon that will allow live play of HRE.
Can start live or PBEM/PBF and switch back and forth once it’s up.
Should help grow the mod :) I will update on triplea thread when it happens

Hi Captain
Working on 39. Is GSG setup same as oob ? I’m guessing so but it doesn’t say specifically.
Thanks
-
Hi barnee, the Set Up for Global 1939 is the same as G40 OOB and HRE - unless otherwise mentioned in the Global 1939 rulebook & Set Up.
I’ll clarify this in the G39 Expansion rulebook.
-
Concerning the bidding system (see pg. 58):
The bid IPC that any player collects from the bank can be used as described on pg. 58.
Exception:
Any units that can only be produced in a Capital (such as Mines, Paratrooper unit, Waffen-SS unit etc.) must be still be produced in a Capital.Example:
The Allies collect 8 bid IPC from the bank. The Allies players decide that the Soviet Union gets these 8 IPC.The Soviet player purchases 8 Mines - and must then place them in Moscow (Russia).

I’m seeing a discrepancy in the TimeTable regarding Weapons Devoplement. TT is showhing Late 43 and Rulebook Early 43.
I always defer to the Rulebook as I believe you have mentioned doing so in the past. I also found I had Elite USA Tanks in Early 44 in the TT as well.
Both activate accordingly, just a TT error.
Anyway, just a heads up. Almost done with the Update :)
-
True, the Weapons Developement is Early 1943.
We’ll correct this flaw asap on the TimeTable.
It seems that the US Elite Tank unit is correctly dated at the TimeTable as well as the rulebook - Late 1944.
-
Yes I had made the mistake with the Elite USA Tank in the triplea mod. I have fixed it for the update

We encourage G40 HRE players to use the G40 HRE Tournament Rules in order to practice for the Wiking-Con events - as well as the 2026 World Championship.
The Tournament Rules are described at the 6th Northern European A&A Wiking-Con thread.

Hi all, just getting ready to try my first game with the HRE (limiting to just the first two new sections to start) and had the following two questions (apologies if these are very basic):
- Para troopers - interaction with flying/AAA units:
- I understand that a defender cannot scramble to defend against paratroopers.
- I understand that AAA can fire a defensive shot at the first round of combat at paratroopers (similar to any attacking aircraft).
- What happens if I am attacking with both aircraft and AAA? Do I (attacker) or my opponent (defender) get any say over if the casualties are the paratroopers or the planes? I assume that as the attacker I would be the one picking my own casualties as typical.
— For example: attacking with 3 paratroopers, 3 fighters; defending with 1 infantry, 1 AAA. AAA is hot and gets 3/3 hits. Looking to confirm that the defender cannot allocate all the hits to the paratroopers and thus stopping the loss of territory. (I’m only asking due to a case of attempting to use kamikaze rolls against USA transports in the OOB rules a few games ago.)
- Expanded pacific ocean - revised IPC values for territories:
- When do these come into effect/totals get adjusted?
— The note states that all nations begin with their normal IPCs and that when the territories are captured income is adjusted based off the new values.
------ Does that mean income is only changed when territory exchanges hands? Immediately in the round 1 collect income phase (just not for the starting balance/first turn purchase)? Or all are effective after the first of these territories is affected and war is thus been declared)?
-
Hi Alexander. Cool you giving it a try ! You gonna dig it :)
For The Paras getting shot at by AA, the defender declares what units are being targeted before the dice are rolled.
So, 2 AA shots at the Ftrs and 1 at the Paras for example. You would roll them separate.
For the Pacific Islands, you don’t get a boost until you take over a Island.
So, JPN takes PHI, their income goes up an additional 3 for a total of 5 and USA would go down the equal amount.
If USA liberates PHI, they would go up 5 bucks and JPN down 5 bucks. Basically you only get the bonus if you take your enemies Islands or lose your own.
Dutch Islands apply for everyone.
-
Rules Clarification:
Concerning islands in the Pacific Ocean with increased IPC values:
The starting IPC level for each Nation is the same as OOB. The increased IPC values on the islands in the Pacific Ocean has no influence at the Starting Income from game start.
When an islands is captured by the enemy it goes like this:
- Japan captures Philippines Islands in Late 1941 (round 4).
- The Japanese IPC level is increased with 5 IPC - and the US IPC level is decreased with 5 IPC.
If Philippines Islands is recaptured by Allied forces, the US IPC level is increased with 5 IPC - and the Japanese IPC level is decreased with 5 IPC.
The same rule aplies when Dutch islands are taken over by either Axis or Allied forces.
