As a learning point, I will point out Germany made an illegal move turn 1 by activating a pro-axis neutral(with tank) then moving to Romania.
Any time you activate a pro-axis/allied(but not friendly, friendly example being Greece unsuccessfully attacked by allies can then be Axis-activated and moved through on same turn plus planes can land that turn) neutral, that ends that unit(s) move, even if it is a 2-movement unit.
