I was wondering if the Comm ships could occupy the same sea zone as a central power…I going to have to adjust for that…

They are neutral with regard to each other. I guess technically, no one owns the SZ, whereas you own the land territory which prevents movement.

I also used the editing engine and found that should the UK/US/Allies attack, you do attack both Comm & Central together because you’re at war with both.
