    scramble in 112?

    for the US turn, Italy did not scramble, as i brought in overwhelming force, 1 sub, 2 dd, 2 strat bombers, vs your dd with the scramble option to add 2 more fighters.  didn’t seem like a good call.  I made japan scramble, as i attacked with only subs, so there was no cost to you.
